Wisconsin Dwelling Contractor Certification Renewal

Last reviewed October 2026 · 5 min read

DSPS, Wisconsin's Department of Safety and Professional Services, says that to get a building permit for a one- or two-family dwelling you need a Dwelling Contractor (or Dwelling Contractor Restricted) certification and must hold, or employ someone with, a Dwelling Contractor Qualifier certification, unless you're an owner who lives, or will live, in the dwelling. The two main credentials renew on different clocks, both counted from the date of issue: the business's Dwelling Contractor certification every year ($25, with proof of a bond of at least $25,000 or at least $250,000 per occurrence of general liability insurance, and no CE), and the person's Dwelling Contractor Qualifier certification every 2 years ($30, after 12 hours of department-approved continuing education that your course provider uploads). Renewal opens about 4 weeks before the credential expires, in LicensE.

At a glance

Who needs it
DSPS says no one may get a building permit for a one- or two-family dwelling unless they hold a Dwelling Contractor certification (or a Dwelling Contractor Restricted certification) and hold, or employ, someone certified as a Dwelling Contractor Qualifier. This doesn't apply to an owner who lives, or will live, in the dwelling and applies for the permit to work on it
Two credentials
The Dwelling Contractor certification is held by the business, through an organization account in LicensE. The Dwelling Contractor Qualifier certification is held by a person, through an individual account
Renews every
Dwelling Contractor: 1 year. Dwelling Contractor Qualifier: 2 years. Both renewal dates are counted from the date of issue, so go by the expiration date on each credential
Renewal fee
$25 for the Dwelling Contractor certification and $30 for the Dwelling Contractor Qualifier certification ($25 for the Dwelling Contractor Restricted)
Continuing education
Dwelling Contractor Qualifier: 12 hours of relevant department-approved continuing education for each 2-year renewal, 4 of them in construction laws and codes and contracts, liability, and risk management. The Dwelling Contractor and Dwelling Contractor Restricted certifications have no CE requirement
How CE is reported
Your course provider uploads it to your LicensE account; DSPS can't accept certificates of completion from you. The CE must be complete before you can submit your renewal, and providers have 14 days to upload certificates, so finish early. DSPS's fee table lists a $25 late CE fee for the qualifier, if applicable
Financial responsibility
To renew, the Dwelling Contractor uploads up-to-date proof of a bond of at least $25,000 from a surety company authorized to do business in Wisconsin, or a general liability insurance policy of at least $250,000 per occurrence. A Dwelling Contractor Restricted uploads a bond of less than $25,000 but not less than $5,000
Renew
Renewal opens about 4 weeks before the credential expires, and DSPS emails instructions to the address on file. Log in to LicensE, select Renew My License, complete the application, upload any required documents and pay by credit or debit card or ACH (ACH can add 3 to 5 business days)
Expired credential
Expired less than 1 year (Dwelling Contractor) or less than 2 years (Dwelling Contractor Qualifier), you renew it. After that you apply for reinstatement: the business uploads its proof of financial responsibility again, and the qualifier needs a new 12-hour initial qualifier course in dwelling construction, taken within the last year. DSPS's fee table lists a $200 reinstatement fee, if applicable

Dwelling Contractor Restricted is also a one-year credential with no CE. DSPS notes its system lists the restricted credential's reinstatement as "Reinstatement After 2 Years", but it needs reinstatement once it has been expired more than 1 year.

How to renew

  1. Find both expiration dates in LicensE: the business's Dwelling Contractor certification renews every year and the qualifier's certification every 2 years, each from its date of issue.
  2. Qualifiers: finish 12 hours of department-approved CE, 4 in construction laws and codes and contracts, liability, and risk management, early enough for your provider to upload it (they have 14 days).
  3. Dwelling Contractors: get up-to-date proof of your bond of at least $25,000 or general liability policy of at least $250,000 per occurrence.
  4. When the renewal email arrives (about 4 weeks before expiration), log in to LicensE, select Renew My License, upload your documents and pay ($25 Dwelling Contractor, $30 qualifier).
  5. Expired? Renew within 1 year (Dwelling Contractor) or 2 years (qualifier); after that you apply for reinstatement, and a qualifier retakes the 12-hour initial course.

Know your expiration date? Download a free calendar file with reminders before it, no sign-up needed. It's made in your browser: nothing you type is sent to us (your browser keeps it only if you follow the sign-up link, for your new ledger). Remind me before it expires

The expiration day itself is always in the file. Reminders whose day has already passed are left out.

The file covers one date: once you renew, make a new one. How to add it to your calendar

The license isn't the only thing expiring

Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:

  • The surety bond or general liability policy the Dwelling Contractor certification is renewed on
  • Workers' compensation policy (or exemption)
  • Certificates of insurance (COIs) you've given to clients and GCs
  • Commercial auto insurance

LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.
