Nassau County Home Improvement License Renewal
Last reviewed October 2026 · 9 min read
A contractor doing home improvement work on homes for up to three families in Nassau County, on Long Island, needs a license from the county's Department of Consumer Affairs (Nassau County Administrative Code §§ 21-11.0 to 21-11.16). The license runs for two years and expires on the last day of the 24th month following issuance. Renew before that date: the department charges a $110 late fee on a renewal filed more than 15 days after the license expired, and after 90 days you need the commissioner's permission to renew at all. At renewal you file a current certificate of liability insurance that names your type of work, workers' compensation proof and, if your work is on Rule 18's list of trades, a current RRP lead renovator certificate.
At a glance
- Who needs it
- Contractors conducting home improvement business in Nassau County. "Home improvement" means repair, maintenance, replacement, remodeling, alteration, conversion, modernization, or addition to any land or building used as a private residence or dwelling place for not more than three families, and other improvements to structures or land adjacent to a dwelling. It includes driveways, swimming pools, porches, garages, sheds, central heating or air conditioning systems, windows and awnings, power washing, waterproofing, floor refinishing, painting, carpet installation, and gardening/landscaping when the gardener/landscaper uses their own equipment and their vehicle to transport it (the department's Who Must Be Licensed page)
- Not required
- Anyone who works only on commercial buildings (the department's FAQ); an employee of a licensee; and a plumber, electrician, architect, professional engineer or anyone else required by state or local law to attain standards of competency, acting exclusively within the scope of the craft or profession they're currently licensed for (§ 21-11.10)
- Renews every
- Two years. All licenses, except temporary licenses, are for two years from the date of issuance and expire on the last day of the 24th month following issuance; a license that hasn't been suspended or revoked may be renewed for an additional period of two years from its expiration (§ 21-11.5). Go by the expiration date on your license
- Deadline
- The expiration date: the code says a license may be renewed, in the Commissioner's discretion, upon payment of the fee prior to the expiration date (§ 21-11.12). The Commissioner has 90 days from a renewal application filed in proper form to issue or refuse the license (§ 21-11.12)
- Late renewal
- A $110 late fee if your renewal application (with payment) is submitted more than 15 days after your license expired. You can renew up to three months after the license expires, with the late fee. After 90 days you must make an appointment to speak with the commissioner to seek permission to submit a late renewal; if allowed, your original expiration month and date remain. No renewal is allowed if you apply more than one calendar year after the expiration (the department's Renewing a License page)
- Renewal fee
- $650 for the renewal of all business licenses, and a $110 late fee for all license renewals (the department's Fees page, effective January 1, 2020 as per local law; § 21-11.6 has the fee set by ordinance). A new 2-year license is also $650, plus a one-time $50 contribution to the Home Improvement Restitution Fund (the department's FAQ)
- Insurance at renewal
- A valid certificate of business liability insurance, with Nassau County Department of Consumer Affairs as certificate holder. The description must match the type of work you're licensed to perform: "General Contracting", "Remodeling", "Carpentry" and "Home Improvement" are not accepted. If you subcontract work, list the work you'll subcontract in the Description of Operations box using the words "subcontracting of …". The Commissioner deems bathroom and kitchen remodeling, dormers/extensions, fire sprinkler systems, house lifting and solar energy systems to require subcontracting (plumber, electrician or roofer). Limits for a home improvement license: bodily injury $250,000/500,000 and property damage $100,000 (Insurance Requirements page, Rule 26, § 21-11.4)
- Workers' compensation
- A certificate covering all employees (form U26 or 105.2), or, with no employees, a CE-200 Certificate of Attestation Exemption from the Workers' Compensation Board. A CE-200 is not accepted from a one-person business doing work the Commissioner deems to need at least two people, such as bathrooms, kitchens, roofing, dormers/extensions, foundations, pool building, solar energy systems and tree removal (Rule 28)
- Lead (RRP) certificate
- If you do (or subcontract) any of the work listed in Rule 18, among them painting, carpentry, doors, siding, roofing, HVAC, kitchens, baths, sheetrock and handyman work, a current RRP Lead Renovator certificate from an EPA-accredited course (40 CFR 745.225), in an owner's or officer's name, goes with your renewal. One certificate per license; All Eyes on Safety Training RRP certificates are not accepted (Rule 18, the Renewing a License and Licensing pages)
- Fingerprinting
- Starting in 2025, license holders who are renewing must be fingerprinted for the department, once as long as the license remains active. Sole proprietors, partners, corporate officers, principals, stockholders, LLC members and the New York contact person of an out-of-state licensee are fingerprinted; the fee is paid to the service provider the department designates (IdentoGO), not at a police station (Rule 25, the Licensing page)
- Bond
- The Commissioner may require a bond with a license or renewal application, in an amount the Commissioner sets but no more than $100,000 (§ 21-11.4). If one is required, it must be in the correct business name and valid for 2 years (Renewing a License page)
- Judgments and claims
- Unpaid industry-related judgments, tax liens/warrants or child support arrears must be satisfied, vacated, in the process of being appealed or vacated, or being paid under an agreed upon payment plan with proof of up-to-date payments before a renewal is processed (Rule 27). No renewal is issued while a claim against the Home Improvement Restitution Fund is pending, or until a claim the fund paid on your account is repaid (§ 21-11.16)
- Changes to report
- A change of control in ownership or management, address or trade name: notify the Commissioner in writing immediately (§ 21-11.12). The license must be conspicuously displayed in your business, with a copy in each vehicle (the department's FAQ)
- Working unlicensed
- Operating a home improvement business without a license, or after it was suspended or revoked, is a class A misdemeanor (§ 21-11.15), punishable by a fine of up to $5,000 and/or 1 year in jail as well as seizure of vehicles and tools (the department's FAQ)
- Contact
- Nassau County Department of Consumer Affairs, 240 Old Country Road, 3rd Floor, Mineola, NY 11501; (516) 571-2600; consumeraffairs@nassaucountyny.gov. Front desk 9:00 a.m. to 4:30 p.m. (sign in by 4:15 p.m.)
The county license doesn't authorize work that state or local law reserves for other licensees, and cities, towns and villages can still require permits and inspections (§ 21-11.3).
This license is Nassau County's. Suffolk County and New York City license home improvement contractors separately.
How to renew
- Check the expiration date on your license, or look it up in the department's license search.
- Get your certificate of liability insurance updated: Nassau County Department of Consumer Affairs as certificate holder, a specific description of the work you're licensed for (not "General Contracting" or "Home Improvement"), and "subcontracting of …" naming any work you subcontract (Rule 26 deems bathroom and kitchen remodeling, dormers/extensions and solar energy systems to require subcontracting).
- Gather your workers' compensation certificate (U26 or 105.2) or CE-200 exemption, a current RRP Lead Renovator certificate if your work is on the Rule 18 list, and any other certification your trade needs (a backflow certificate for sprinkler work, pool certifications for pool and spa work).
- If you haven't been fingerprinted for the department yet, get it done at IdentoGO, the department's provider: renewing license holders must be, starting in 2025. Ask Consumer Affairs if you're unsure how to start.
- File the completed renewal application, with payment, by mail or online as the department's renewal instructions describe, before the expiration date. More than 15 days after it, a $110 late fee applies.

The license isn't the only thing expiring
Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:
- Your RRP Lead Renovator certificate
- Your bond, if the Commissioner required one
- General liability insurance policy
- Workers' compensation policy (or exemption)
- Certificates of insurance (COIs) you've given to clients and GCs
- Commercial auto insurance
LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.
