Oklahoma Roofing Contractor Registration Renewal

Last reviewed October 2026 · 8 min read

Every roofing contractor working in Oklahoma needs a registration from the Construction Industries Board (CIB), renewed every year by the last day of the qualifying party's birth month. Renewal is a notarized paper application with a $75 fee and a current certificate of liability insurance: at least $500,000 for residential work, $1,000,000 with a commercial endorsement. There's a 30-day grace period, then a $100 late fee; until January 1, 2027, a registration not renewed within 60 days is suspended, and one still not renewed within 6 months of expiring is revoked. A new residential roofer endorsement starts January 1, 2027, and the CIB says that from January 1, 2028 all residential roofing work needs it, unless exempt. House Bill 3800 also changes parts of the roofing law on January 1, 2027, including continuing education and fines.

At a glance

Who needs it
Anyone who acts as, or offers to act as, a roofing contractor in Oklahoma, resident or nonresident, needs a current registration from the CIB, unless the Roofing Contractor Registration Act exempts them. Commercial roofing work also needs a commercial roofer endorsement. Exemptions include an owner of residential or farm property who does the roofing work on their own property themselves, or has family members or employees do it
Renews every
Every year. The registration and any endorsement expire on the last day of the qualifying party's birth month, and the renewal application is due by that day
Renewal fee
$75 for the registration. Renewing a commercial endorsement is $100 more, $175 for both, and renewing a residential endorsement, once you hold one, is $100
How to renew
On the CIB's paper Initial/Renewal Application for Roofing Contractor Registration, signed under oath and notarized, returned with the fee to the CIB at 2401 NW 23rd Street, Suite 2F, Oklahoma City, OK 73107. The CIB's online renewal payment portal says roofing registration is not included in it
Liability insurance
A certificate of general liability insurance of at least $500,000 for residential roofing work, or at least $1,000,000 with a commercial endorsement, listing the Construction Industries Board as certificate holder. The renewal application includes a copy unless the CIB already has a current, valid certificate on file. The CIB's application says the policy must show it specifically covers roofing work
Workers' compensation
Proof of workers' compensation coverage, or of an exemption or self-insurance under the Workers' Compensation Act. The CIB's application says a Certificate of Workers' Compensation Insurance listing the CIB as certificate holder is required for every registration with a commercial endorsement
Cancelled insurance
Your liability insurer must notify the CIB if the policy is cancelled or lapses for nonpayment, and the registration is suspended on the date of the cancellation (from January 1, 2027, House Bill 3800 says it's no longer in good standing instead). The CIB must receive proof of insurance before it restores the registration
Business name
The application asks for a Secretary of State document for the business name: a certificate of record of trade name or fictitious name, or a certificate of good standing, which the application says must be updated annually
Continuing education
The Act ties continuing education to endorsements, not to the registration itself, and an endorsement can't be renewed until its qualifying party has completed it. For a commercial endorsement, the CIB's roofing page and application say at least 4 hours of approved continuing education every 3 years (36 months), starting 3 years after passing the endorsement exam. House Bill 3800 (2026), effective January 1, 2027, makes it 4 hours every year
Grace period and late fee
You have 30 days after the last day of the birth month to renew without a late fee; from day 31 to day 60 the late fee is $100
Suspension and revocation
Until January 1, 2027, a registration not renewed within 60 days of the last day of the birth month is suspended, and one still not renewed within 6 months of expiring is revoked; House Bill 3800 removes those deadlines from that date and calls an unrenewed registration expired. Renewing a suspended registration costs twice the $75 fee, and reinstating a revoked one takes a $300 reinstatement fee plus the $75 fee
Commercial endorsement late
A commercial endorsement renewed more than 30 days after it expired takes a $100 late fee. The CIB's rules say an endorsement expired for more than a year can't be renewed: you apply again and retest
Residential endorsement from 2027
The Act creates a residential roofer endorsement for residential roofing work, earned by passing a residential roofing exam. A contractor not registered and in good standing on January 1, 2027 can't do residential roofing work until the endorsement is issued, and the CIB says that from January 1, 2028 everyone doing residential roofing work needs it, unless exempt (House Bill 3800's text gives January 1, 2027 for that, so check with the CIB). Contractors registered and in good standing on January 1, 2027 have until January 1, 2028 to pass the exam or complete an additional 10 hours of approved continuing education. Those among them who also hold a current commercial endorsement on January 1, 2027 still need the residential endorsement but are exempt from the exam and the 10 hours. Renewing a residential endorsement is $100, and it can't be renewed without the continuing education the Committee of Roofing Examiners approves
Labor-only crews
The CIB says that from January 1, 2027 it's unlawful for a roofing contractor to subcontract with an unregistered labor-only crew
Vehicles
Every vehicle used to carry materials and tools shows the roofing firm name and the registration number preceded by "OK", in letters at least 2 inches high on both sides
Penalties
Acting as a roofing contractor without a valid registration, or without a required endorsement, is a misdemeanor, or the CIB can fine you administratively instead of referring it for prosecution. The misdemeanor fine is up to $500 for each violation; House Bill 3800 raises it to up to $5,000 from January 1, 2027

Your liability policy matters all year, not only at renewal: if it's cancelled, the registration is suspended on the date of the cancellation (from January 1, 2027, House Bill 3800 says it's no longer in good standing instead), and the CIB must have proof of insurance before it restores it.

Registered and in good standing on January 1, 2027, without a commercial endorsement? Plan the residential exam or the extra 10 hours of continuing education now: the CIB says that from January 1, 2028 residential roofing work needs the residential endorsement. With a commercial endorsement you still need it, but you're exempt from the exam and the 10 hours.

The CIB also licenses electricians, plumbers and mechanical (HVAC) contractors. See the Oklahoma electrician, plumber and HVAC guides.

How to renew

  1. Check the qualifying party's birth month: the registration and any endorsement expire on its last day.
  2. Make sure the CIB has a current certificate of liability insurance for you ($500,000 residential, $1,000,000 with a commercial endorsement) listing the Construction Industries Board as certificate holder.
  3. If you hold an endorsement, finish its approved continuing education before you renew (for a commercial endorsement, 4 hours every year from January 1, 2027).
  4. Fill in the CIB's Initial/Renewal Application for Roofing Contractor Registration, have it notarized, and include your proof of workers' compensation coverage or exemption and your Secretary of State business name document.
  5. Mail or deliver it to the CIB with the $75 registration fee, plus $100 for each endorsement you renew, by the last day of the birth month.

  • When your insurance renewsHave your insurer send the CIB a new certificate: a cancelled policy takes the registration out of good standing.

Put this renewal in your calendar

Know your expiration date? Download a free calendar file with reminders before it, no sign-up needed. It's made in your browser: nothing you type is sent to us (your browser keeps it only if you follow the sign-up link, for your new ledger). Remind me before it expires

The expiration day itself is always in the file. Reminders whose day has already passed are left out.

The file covers one date: once you renew, make a new one. How to add it to your calendar

The license isn't the only thing expiring

Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:

  • Your commercial roofer endorsement, if you hold one (it expires with the registration)
  • Your residential roofer endorsement, once you hold one (it expires with the registration)
  • Your Secretary of State certificate of good standing, if that's the business name document you file (the application says it must be updated annually)
  • General liability insurance policy
  • Workers' compensation policy (or exemption)
  • Certificates of insurance (COIs) you've given to clients and GCs
  • Commercial auto insurance

LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.
