Westchester County Plumber and Electrician License Renewal

Last reviewed October 2026 · 8 min read

Westchester County licenses plumbers and electricians county-wide through its Department of Consumer Protection, under the Board of Plumbing Examiners and the Electrical Licensing Board. Every plumbing and electrical license is renewed each year and expires on December 31. The dates that matter differ: county law asks for a master plumber's renewal 60 days before expiration, and a master or restricted master plumber's renewal received after October 31 pays a late fee, while an electrician's renewal is late after December 31. Master plumbers, restricted master plumbers and electricians also complete 4 hours of continuing education from a board-approved provider each year before they renew, and file proof of $1 million liability, workers' compensation and disability insurance.

Who needs it
Plumbers and electricians must obtain a trade license from Westchester County in order to work in the county (the department's Plumbing and Electrical Licenses page). Under the county laws, the business of plumbing needs a master plumber's license, a journey-level certification or work as an apprentice, and the work is performed by or under the direct supervision of a licensed master plumber (§ 277.503); and an unlicensed electrician may work only under the supervision and direction of a licensed master electrician (§ 277.702). A master plumber's license permits plumbing work with no restrictions in any city, town or village in the county; a journey-level certification lets a journey-level plumber work under the direct supervision and in the employ of licensed master plumbers (§ 277.506). The Electrical Licensing Board licenses master electricians, special electricians (a master electrician licensed for a particular location, such as a building or plant structure) and electrical inspectors (§§ 277.701, 277.707)
Renews every
Year. Plumbing and electrical licenses are renewed on an annual basis, with all licenses expiring on December 31st (the department's Renew Your License page; § 277.506, § 277.707)
Plumbing deadline
Application for renewal is to be made 60 days prior to the expiration date (§ 277.506). The board's late fees apply to Countywide and Restricted Master Plumber renewal and shelving applications received after October 31st (Rule 7), and a late application is assessed a late fee and returned to the applicant (Renew Your License page). The Renew Your License page says late fees don't apply to the renewal of a Journey-Level Certificate; Board Rule 6 still treats a journey-level renewal received after December 31st as delinquent and subject to late fees
Plumbing late fees
$50 from November 1st through December 31st; $100 from January 1st through April 30th; $200 from May 1st through December 31st; and on January 1st of each year after the first, another $200 added to the first year's late fees (Rule 7). The department's fee schedule adds that after December 31 the applicant must appear before the Licensing Board. Renewal applications for all types of Master Plumber licenses and Journey level certifications are accepted and approved up to and including December 31st; received after it, they are delinquent and subject to late fees. One received more than one year after the expiration date is not accepted unless the Board of Plumbing Examiners specifically approves it, and the board may require a delinquent applicant to take and pass an examination (Rule 6)
Electrical deadline
On or before December 31: a license not renewed on or before its expiration lapses at the expiration of its term (§ 277.707). Licenses expire unless renewed or shelved by January 1st of each year (Rule 13). An application received after December 31st is assessed a late fee and returned to the applicant (Renew Your License page)
Electrical late renewal
A license not renewed by December 31st won't be renewed until you appear before the Board and pay a fine, and only if you meet one of the conditions § 277.707 sets for renewing an expired master or special electrician's license (§ 277.707(1)(L), (2)(L)); none is renewed after more than two years out of the trade (§ 277.707(1)(M), (2)(M)): $50 from January 1st through January 31st, $100 from February 1st through the last day in February. If you don't contact the Trades Licensing Division in writing by 5:00 p.m. on the last day in February, you can't renew the expired license, and a license after March 1st means applying, being approved by the Board to take the licensing exam, and passing it (Rule 13)
Renewal fees
Master Plumber $600; Restricted Master Plumber $50 per municipality ($600 maximum); Journey-Level $75; Master and Reciprocal Electrician $500; Special Electrician $350; Electrical Inspector $500 (the department's Fee Schedules page; §§ 277.506, 277.707)
Continuing education
4 hours annually from a board-approved provider, completed before you apply to renew or shelve, for all Countywide Master Plumbers and Restricted Master Plumbers (Plumbing Board Rule 9) and all electricians, current or shelved (Electrical Board Rule 14). No active or shelved license is renewed without written proof you've taken the class. Plumbing classes are in person only (virtual classes are not allowed); electrical classes can be in person or virtual
Insurance at renewal
General liability of $1 million each occurrence, workers' compensation and New York State disability insurance, with Westchester County named as certificate holder (Plumbing Board Rule 5; Electrical Board Rule 11). Plumbers file evidence of insurance before any license or renewal is issued (§ 277.514), electricians at the time the renewal fee is applied; a master or special electrician who fails to meet the insurance requirements has the license automatically suspended upon notice (Electrical Board Rules 11 and 12)
Shelving (inactive)
A countywide or restricted master plumber's license, or a master, special or electrical inspector license, can be shelved for $50 a year instead of renewed, and shelving is renewed annually. Shelved license holders still owe the 4 CE hours each year. To reinstate, pay the license fee and meet the other requirements; a license inactive or shelved for two or more periods is reinstated only with proof of continuous work in the trade, approved by the board (Plumbing Board Rule 3; § 277.707; Electrical Board Rule 7; the Fee Schedules page)
Renewal notice
Renewal documents are mailed to each license holder's home address approximately five months before the expiration date. To request them, call the Trades Licensing Division at (914) 995-2657 (Renew Your License page)
Working unlicensed
Conducting a plumbing business without a license, or after it has expired, is a class A misdemeanor (§ 277.516). Violations of either licensing law carry a civil penalty of $500 to $5,000, each day a separate offense (§§ 277.513, 277.710)
Where to file
By mail, or in the secure drop box in the lobby of 148 Martine Avenue, White Plains, NY 10601. License cards, decals and documents are mailed to the license holder's home address by regular mail only (Renew Your License page)

The plumbing law isn't intended to supersede any other existing statutory or local laws or ordinances relating to plumbing work (§ 277.515), and the electrical law leaves the county's cities, towns and villages their authority to issue the permits electrical work needs (§ 277.700).

A Westchester County license authorizes work within the county. New York City licenses its own master plumbers and master electricians through the Department of Buildings.

How to renew

  1. Watch for your renewal documents, mailed to your home address about five months before December 31. If they don't arrive, call the Trades Licensing Division at (914) 995-2657.
  2. Take your 4 hours of continuing education from a board-approved provider (in person for plumbers) and keep the certificate of completion.
  3. Ask your insurance agent for certificates showing $1 million general liability per occurrence, workers' compensation and disability, with Westchester County as certificate holder.
  4. Master and restricted master plumbers: mail or drop off the completed renewal form, documents and fee so it's received by October 31. Journey-level plumbers: county law asks for renewal 60 days before expiration too, and the board accepts it through December 31. Electricians: by December 31.
  5. If you aren't working in the trade this year, ask about shelving the license for $50 instead of letting it lapse.

Put this renewal in your calendar

Know your expiration date? Download a free calendar file with reminders before it, no sign-up needed. It's made in your browser: nothing you type is sent to us (your browser keeps it only if you follow the sign-up link, for your new ledger). Remind me before it expires

The expiration day itself is always in the file. Reminders whose day has already passed are left out.

The file covers one date: once you renew, make a new one. How to add it to your calendar

The license isn't the only thing expiring

Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:

  • Your continuing education certificate (4 hours, every year)
  • Vehicle decals for the license year
  • General liability insurance policy
  • Workers' compensation policy (or exemption)
  • Certificates of insurance (COIs) you've given to clients and GCs
  • Commercial auto insurance

LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.
