Pinellas County Contractor License Renewal (PCCLB)
Last reviewed October 2026 · 6 min read
The Pinellas County Construction Licensing Board (PCCLB) licenses construction contractors and journeymen who work in Pinellas County, including all of its cities. County certified contractor and journeyman licenses renew every year: renewal opens June 1 and the licenses expire September 30. Contractors also submit proof of 14 hours of continuing education in every odd-numbered year before the license can be renewed. Renew late and the PCCLB's fee schedule adds a $100 late fee, then a reinstatement fee after October 31. State-certified contractors no longer register or renew with the PCCLB.
At a glance
- Who it covers
- Construction contractors with PCCLB licenses under the "Old Special Act": all construction contractors whose local licenses begin C- (and J- for journeymen). The PCCLB regulates certain construction and home improvement contractors practicing in Pinellas County, including all local municipalities. The PCCLB's journeyman notice lists journeyman licenses as required in four trades: air conditioning journeymen, journeyman electricians, journeyman plumbers and journeyman pipe fitters; a sheet metal journeyman license is no longer required since July 1, 2023

- Online through the Pinellas County Access Portal, following the PCCLB website's instructions
- Renewal fee
- 2026-2027 fee schedule: $150 for an active county license ($112.50 for active pile driving), $75 for an inactive county license, $35 for a journeyman and $25 for a journeyman licensed by reciprocity, if renewed before September 30, 2026
- Late renewal
- After September 30, 2026 but before October 31, 2026: the renewal fee plus a $100 late fee. After October 31, 2026 but before March 31, 2027: the renewal fee, a $100 late fee and a $125 reinstatement fee. After March 31, 2027 but before May 31, 2027: the renewal fee, a $150 late fee and the $125 reinstatement fee. County-certified contractors and journeymen who did not renew by May 31, 2026 must renew for the period ending September 30, 2026, in addition to the 2026/2027 license year
- Suspended license
- If a county-issued license was or has been suspended for any reason, a $150 reinstatement penalty applies; if your insurance coverage also lapsed, a $125 reinstatement fee is added (total $275)
- Continuing education
- Contractors certified by the PCCLB must submit proof of 14 hours of continuing education in every odd-numbered year to renew their license, aligned since 2025 with the State of Florida's requirements for the matching state license. Most classes need at least 1 hour each of a specialized or advanced module, workplace safety, business practices, workers' compensation and laws and rules (building, general, residential and roofing contractors and several specialties also 1 hour of wind mitigation); electrical contractors take 6 hours of technical and 1 hour of an advanced Florida Building Code module among theirs; other trades, such as pool/spa and alarm contractors, add topics of their own (see the PCCLB's requirements sheet). Proof must be submitted before your license can be renewed
- New licenses
- A Pinellas County certified contractor license issued after January 1 in a year in which continuing education is required doesn't need proof of continuing education in that renewal year
- Insurance
- The Contractor Licensing Department monitors contractors' liability and workers' compensation insurance; submit insurance certificates to insurancecertificates@pinellas.gov. The PCCLB will not renew licenses for contractors performing marine pile driving, dock and seawall construction, jetty or breakwater, dike, or revetment construction without proof of USL&H coverage and/or workers' compensation coverage with class code 6006F
- State-certified contractors
- No longer required to register or renew a registration with the PCCLB (the 2024 "New Special Act", House Bill 1483). You may be required to register or have your state license verified with each local building department in Pinellas County to pull permits or schedule inspections, and you will have to give each one proof of general liability and workers' compensation insurance (or exemption) with that jurisdiction named as Certificate Holder
- Working unlicensed
- Fines for unlicensed contracting start at $500

The PCCLB's May 2024 notice on House Bill 735 said these local specialty licenses would be eliminated effective July 1, 2024 (awning, cabinet, finish carpentry, flatwork masonry, non-electrical sign, paving, and tile and marble). A contractor in one of those specialties may not perform work that requires a license unless licensed in the trade authorized to perform that work.
This is Pinellas County's license. A Florida state certification renews separately with the state (see the Florida guides).

The license isn't the only thing expiring
Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:
- Your liability insurance and workers' compensation certificates on file with the PCCLB
- Your journeymen's licenses, renewed every year by September 30
- General liability insurance policy
- Workers' compensation policy (or exemption)
- Certificates of insurance (COIs) you've given to clients and GCs
- Commercial auto insurance
LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.
