Miami-Dade Certificate of Competency Renewal
Last reviewed October 2026 · 7 min read
Miami-Dade County certifies local contractors and tradesmen through its Construction Trades Qualifying Board (CTQB), under Chapter 10 of the Code of Miami-Dade County: building and building specialty categories, and electrical, mechanical and plumbing. A certificate generally renews every two years, and the county sends a renewal notice two months before your active license expires. Each renewal needs proof of 16 hours of continuing education from county-approved course sponsors, including one hour on Chapter 10 and one on Florida's Construction Lien Law (Florida Statute 713). Renew before the expiration date: the department may establish penalty fees for late renewals, and a renewal sent without proof of the CE puts the certificate in involuntary inactive status.

- Who certifies
- The Construction Trades Qualifying Board (CTQB), under Chapter 10 of the Code of Miami-Dade County. Its Division A reviews Building and Building Specialty category contractor license applications; Division B reviews Electrical, Mechanical and Plumbing category applications. Renewal fees are paid to the county's Department of Regulatory and Economic Resources
- Renews every
- Generally every two years (the county's Contractor License Renewal page). Go by the expiration date on your certificate
- Renewal notice
- Sent two months before your active license expires. Return it by mail or in person with the requested fee, paid by check or money order payable to the Miami-Dade County Department of Regulatory and Economic Resources, or renew online through the county's e-licensing Contractor Renewal Application
- Deadline
- Certificates must be renewed prior to their expiration date. The department may establish penalty fees for renewal applications submitted after the expiration date
- Continuing education
- 16 hours at each renewal, earned during the expiring term, of which 1 hour must be on Chapter 10, Code of Miami-Dade County and 1 hour on Florida Statute 713, Construction Lien Law. Courses must come from a Miami-Dade County-approved course sponsor (the CTQB's Approved Course Sponsor and Course list), and 100% of the hours may be interactive distance learning (internet) courses or in-class learning
- Proof of CE
- Proof of the 16 hours must accompany your renewal form (Chapter 10, Sections 10-13 and 10-13.1). Failure to submit it will result in your license/certificate being placed in involuntary inactive status. CE hours are subject to audit by the department: keep your certificates of course completion and provide copies when the Board asks (CTQB Rule 106.7)
- First term
- No continuing education is required for the term in which a certificate is initially issued (Section 10-13.1(3))
- CE from Board meetings
- Up to 3 of the 16 hours in a renewal cycle can come from attending a CTQB meeting where disciplinary cases are considered: give the Board at least 7 days' advance notice, check in with the Clerk of the Board before the proceeding begins, and attend the complete agenda of disciplinary cases. No credit is earned when you attend as a party to the disciplinary session (CTQB Rule 106.2(j))
- Liability insurance
- Contractors holding certificates of competency/eligibility under Chapter 10 must always maintain public liability insurance, with a company authorized to do business in Florida, at the limits Chapter 10 sets. By endorsement, the insurer must notify the Secretary of the CTQB by certified or registered mail at least 30 days before cancelling the policy for any reason. The insurance certificate's holder is the Miami-Dade County Department of Regulatory and Economic Resources, 11805 SW 26 Street (Coral Way), Miami, Florida 33175-2474
- Business license holders
- Individuals holding a business license must present a certificate of liability insurance and proof of workers' compensation coverage
- State registration
- Certificate holders must be registered with the Florida Department of Business and Professional Regulation (DBPR) if Chapter 10 and Florida Statute 489 require it. Failure to comply results in a restriction of your permitting privileges
- Age 65 waiver
- A qualifying agent who has reached the age of 65 may renew a certificate of competency at no cost and is excused from the continuing education requirement, if they have held the certificate for at least 20 years and have never been found guilty of a criminal or civil violation pertaining to the Miami-Dade County Code or Florida Statute 489. They must apply in person for the renewal
- License card

The county's course approvals last two years from the date of approval, and its course list shows each course's expiration date: check a course is still on the list before you take it.
A Miami-Dade certificate is a county credential. A Florida state license renews separately with the state (see the Florida guides).
How to renew
- Check the expiration date on your certificate, and watch for the renewal notice the county sends two months before it.
- Finish 16 hours of continuing education from Miami-Dade County-approved course sponsors during the term, including 1 hour on Chapter 10 of the county code and 1 hour on Florida Statute 713 (Construction Lien Law). Skip this if the certificate was first issued this term, or if you qualify for the age 65 waiver.
- Contractors: make sure your public liability insurance is in force with the endorsement requiring the insurer to give the CTQB 30 days' notice before cancelling. Business license holders: have a certificate of liability insurance and proof of workers' compensation coverage ready.
- Before the expiration date, return the renewal notice by mail or in person with the fee (check or money order payable to the Department of Regulatory and Economic Resources) and proof of your CE, or renew online through the e-licensing Contractor Renewal Application.
- Pick up your license card in person (Contractor Licensing is at 11805 SW 26 Street, Room 207; office hours are Monday to Friday, 7:30 a.m. to 4:00 p.m.).

The license isn't the only thing expiring
Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:
- Your public liability insurance (its insurer must give the CTQB 30 days' notice before cancelling)
- Your Florida DBPR registration or certification, if you hold one
- General liability insurance policy
- Workers' compensation policy (or exemption)
- Certificates of insurance (COIs) you've given to clients and GCs
- Commercial auto insurance
LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.
