Oregon Landscape Contractor License Renewal

Last reviewed October 2026 · 7 min read

Landscape construction work for pay in Oregon, such as planting, irrigation and drainage, needs a license from the State Landscape Contractors Board (LCB); some hardscape work can also be done under a Construction Contractors Board (CCB) license. There are two: the individual Landscape Construction Professional (LCP) license and the landscape contracting business license, and every licensed business needs at least one LCP. Both renew every year, by the last day of the month the license was first issued, through the LCB's online portals. LCPs report continuing education every two years at renewal, and the business keeps its bond ($20,000 for most licenses), its liability insurance and any workers' comp current. A license renewed late is active again only from the day the LCB updates the record, and after two years you apply as new.

At a glance

Who needs it
Landscape construction work for compensation, such as planting lawns, shrubs or trees, preparing soil, installing or repairing irrigation, installing or repairing drainage, and building arbors, decks, patios, fences, retaining walls, walkways or water features. Some hardscape and tree work can also be done under a Construction Contractors Board (CCB) license, but irrigation work and planting trees need an LCB license
Two licenses
The individual Landscape Construction Professional (LCP) license and the landscape contracting business license. Every licensed business needs at least one LCP, who must directly supervise the landscaping work of unlicensed employees. If the business's LCP's license expires or is suspended, the business license can be suspended at once
Renews every
Year, for both licenses: the renewal fee is due on or before the last day of the month the license was first issued (ORS 671.660). Renewed on time, the license runs to the last day of that month a year later
Renewal notice
The LCB says it emails a business licensee about 60 days before the business license expires
Renew
Online: an LCP renews through the LCB's Individual Licensee Portal, a business through its Business Licensee Portal
Renewal fee
$200 for an individual LCP license and $375 for a business license. The LCB's fee schedule also lists an $85 late fee and an $85 reinstatement fee. These fees apply to licenses with a renewal date of October 31, 2025 or later
Continuing education
LCPs complete it every two years and report it at renewal: in odd-numbered years for odd-numbered licenses and even-numbered years for even-numbered licenses. The LCB's page asks for 16 hours if you've been licensed less than 6 years and 8 hours if 6 years or more; ORS 671.676's minimum is 16 hours for six years or less of active licensure and 8 for more than six, so ask the LCB if you're at six years. Courses must come from the LCB's approved list, or be approved through its Individual Class Approval Form before you renew
Reporting CE
Enter your hours in the Individual Licensee Portal, at any time, but before you renew. Volunteer work counts at 3 hours for 1 CE hour, up to 4 CE hours in a two-year period; volunteer work and teaching may qualify with the LCB's approval, through its volunteer/teaching request form. Keep your course certificates: the LCB audits CE every month, and if you fall short, the LCB may issue a civil penalty or suspend the license until you meet the requirement
Business bond
A $20,000 surety bond, irrevocable letter of credit or deposit on file with the LCB, or $15,000 for a probationary license (the amounts in effect from January 1, 2026). The business renewal asks about your bond, letter of credit or deposit
Business insurance
Public liability, personal injury and property damage insurance of at least $500,000, and workers' compensation if the business has employees. Renewing an active license needs evidence the insurance is in effect, and the business renewal asks for its expiration date. Most policies renew yearly: send the LCB current certificates as they do
What else the renewal asks
A business lists every LCP it employs; an LCP names the business they work for, if any. Both report any unpaid judgment, arbitration award or agency order for damages from landscaping work, and with unpaid damages and no appeal pending, must show current payments are being made, or the LCB may refuse to renew
Renewing late
Within two years after the license expired, the LCB renews it once every requirement is met, but the renewed license takes effect only on the day the LCB updates its record, not back to the expiration date. The business license can be suspended while its LCP's license is lapsed
After two years
A license that has lapsed for two years can't be renewed: you apply for a new license as at first issuance
Changes to report
A business tells the LCB in writing within 30 days of a mailing address change or a change in employer status (hiring employees means sending a workers' comp certificate too)
Military service
An LCP on active military duty can put the license on "inactive military" status, and renew it in that status without the fee, with a written request and proof of the call to active duty. After an honorable discharge, ask in writing within 60 days to return it to active or inactive status

A business license can be suspended at once when its LCP's license expires or is suspended: an LCP who is also the owner renews two licenses, not one.

Renewing late doesn't backdate the license: the renewed license takes effect only on the day the LCB updates the record, not on the expiration date.

Lapsed close to two years? Ask the LCB first: ORS 671.660 says a license that "lapses for two years or more" must reapply, while the LCB's rule allows renewal "within two years after the expiration date".

How to renew

  1. Find the month your license was first issued: it's due by the last day of that month every year. Put a reminder in for a month ahead.
  2. LCPs in a reporting year (odd-numbered licenses in odd years, even in even years): finish your CE at approved courses and enter the hours in the Individual Licensee Portal before you renew.
  3. Businesses: check the bond ($20,000 for most licenses), the $500,000 liability policy and any workers' comp are current, and that the LCB has your latest certificates.
  4. Renew through the Individual Licensee Portal ($200) or the Business Licensee Portal ($375) before the end of the month.
  5. Check your license record in the portal afterwards. A business's license depends on its LCP's: if you're the owner and the LCP, renew both.

Deadline checklist

  • 3 months outLCPs in a reporting year: book the CE hours you still need from the LCB's approved course list.
  • 60 days outBusinesses: watch for the LCB's renewal email, and check the bond, liability insurance and workers' comp are current with the LCB.
  • 30 days outEnter your CE hours in the Individual Licensee Portal, then renew online and pay the fee.
  • Last day of the monthThe license expires if it isn't renewed. Renewed later, it's active only from the day the LCB updates its record.

The license isn't the only thing expiring

Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:

  • Your landscape contracting business license and your LCP license, each on its own anniversary month
  • The business's surety bond or letter of credit ($20,000 for most licenses)
  • Your Construction Contractors Board (CCB) license, if you hold one too: it renews on its own date
  • General liability insurance policy
  • Workers' compensation policy (or exemption)
  • Certificates of insurance (COIs) you've given to clients and GCs
  • Commercial auto insurance

LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.
