Colorado Springs Contractor License Renewal (PPRBD)
Last reviewed October 2026 · 9 min read
In Colorado Springs, El Paso County and the other places that have adopted the Pikes Peak Regional Building Code, contractors are licensed by the Pikes Peak Regional Building Department (PPRBD), and trades the State of Colorado licenses (electrical and plumbing among them) register with it instead. A license or registration expires on the last day of the twelfth month after it was issued (unless the code provides otherwise), and after that date you can't obtain permits or continue permitted work until it is renewed. If it hasn't been suspended or revoked by the Board of Review, the Building Official may still renew it without re-examination within 45 calendar days of the expiration date; after that, there's a penalty of half the fee up to 90 days, the full fee up to 135 days and twice the fee up to 180 days, and after 180 days renewal takes, as applicable, payment of all fees accrued, reapplication, examination and Board of Review approval. Only the examinee can renew, online or with a paper form signed in front of Department staff or notarized, and workers' comp (or, if the business has no employees, an approved rejection of coverage) must be on file before you renew, with liability insurance kept current all year.
At a glance
- Who it covers
- Contractors working within the jurisdiction of the Pikes Peak Regional Building Department. The code's adoption list on PPRBD's Code Changes page names the City of Colorado Springs, El Paso County, the City of Manitou Springs, the Town of Green Mountain Falls, the City of Fountain, the Town of Palmer Lake, the Town of Monument, the City of Woodland Park and the Town of Calhan
- State-licensed trades
- Where Colorado law requires a trade to be licensed by the State, PPRBD waives its own examination and licensing, and the contractor registers with the Department instead: a current State license is a prerequisite for registration, issued on payment of the annual fee and evidence of insurance (RBC201.6.1). PPRBD's FAQ names Electrical, Plumbing, Elevators / Escalators and Manufactured Building Installers. A registration is automatically revoked or suspended when the required Colorado state license is revoked, suspended or refused renewal (RBC201.11.4)
- No reciprocity
- PPRBD does not reciprocate any licenses from other building departments
- Renews every
- Year: all licenses and registrations expire on the last day of the twelfth (12th) month following the date of issuance, unless otherwise provided. The licensing period stays as set by the original issue date, whenever you actually renew, and a late renewal doesn't change it (RBC201.10.1, 201.10.5)
- After it expires
- No permits may be obtained, and work already under permit may not continue, after the expiration date until the license or registration has been renewed (RBC201.10.2). An expired or inactive license or registration can't attach to or obtain new permits
- Renewal window
- The Building Official may renew a license or registration without re-examination on payment of the fees, if it hasn't been suspended or revoked by the Board of Review and the renewal is accomplished within forty-five (45) calendar days of the expiration date (RBC201.10.3)
- Late penalties
- Not renewed within the 45-day period after the expiration date: a penalty of one-half of the license or registration fee if renewed within 90 days of the expiration date; after 90 to 135 days, a penalty equal to the fee; after 135 up to 180 days, twice the fee. After 180 days from the expiration date, renewal requires payment of all fees accrued, reapplication, examination, evaluation by the respective Advisory Committee and approval by the Board of Review, as applicable (RBC201.10.4)
- Revocation
- PPRBD's FAQ says that without a voluntary suspension, a license or registration that expires for longer than six (6) months, or whose insurance has lapsed, been cancelled or reduced for longer than twelve (12) months, will be administratively revoked
- Annual fees
- Table RBC202.6: Building Contractor A-1 and A-2 $200; B-1 and B-2 $175; C (Home Builder) $150; D Single Trade $100; E (Maintenance and Remodeling) $75; F-1 (Solar Unlimited) $100; F-2 (Solar Limited) $75; Mechanical Contractor A, B, C, D or E $100; Heating Mechanic I or IV $10; Plumbing Contractor or Water Connected Appliance Contractor $100; Fire Alarm Contractor A $75, B $50; Electrical Contractor N.A. The table lists other license types too. Fees aren't refunded or prorated
- Who renews
- Only the examinee can renew the contractor's license or registration
- How to renew
- Online with the contractor web account, or with the paper/electronic renewal form. A paper form MUST be notarized if the examinee isn't signing it in front of Department staff; once notarized it may be e-mailed, faxed, mailed or delivered to the office
- What blocks a renewal
- Outstanding "administratively closed" permits or administrative fines: the examinee can't renew until they are resolved. A certificate of workers' compensation insurance is required before a licensed contractor can renew, unless the business has no employees; then a Rejection of Coverage approved by the Colorado Department of Labor and Employment's Division of Workers' Compensation must be submitted to PPRBD before you can renew
- Insurance
- General liability of $1,000,000 each occurrence / $2,000,000 general aggregate for every license category in Table RBC201.7, including premises/operations and products/completed operations, covering all work possible under your license category. The certificate names Pikes Peak Regional Building Department, 2880 International Circle, Colorado Springs, CO 80910 as certificate holder (it doesn't need to be an additional insured), shows a policy number (a pending or temporary policy or a binder makes the insurance obligation expire immediately, or when the temporary coverage does), and the insured's name must match your application, license and Colorado Secretary of State records exactly, trade names included
- Insurance lapse
- Each policy must carry an endorsement that the carrier notifies the Department at least ten (10) calendar days before any reduction or cancellation. A lapse, cancellation or reduction of insurance automatically suspends the license or registration until the required coverage is reinstated (RBC201.7.2, 201.11.4)
- Examinee leaves
- A contractor's right to do business depends on keeping its examinee or registrant as an employee or principal. If that relationship ends, notify the Building Official immediately: there is a thirty (30) calendar day grace period to get a qualified replacement before the license or registration terminates automatically, and re-registration or reexamination and approval by the Board of Review are required (RBC201.9)
- Voluntary suspension
- Not working in the jurisdiction? You can ask for a voluntary suspension. It can't exceed twelve (12) months unless a notarized annual certification from an employer shows you're engaged in an active capacity in the field; you needn't carry insurance meanwhile, but you still owe all license or registration fees normally due (RBC201.11.5)
- Contact changes
- Give the Department updated contact information within thirty (30) calendar days of a change, or the license or registration is automatically suspended until you do (RBC201.8.2)
- Continuing education
- None listed for contractor licenses and registrations: neither the Pikes Peak Regional Building Code nor PPRBD's licensing pages name continuing education for renewing one. A Heating Mechanic IV (HVAC Service Technician) license is different: at renewal, the mechanic must provide proof of at least six (6) hours of technical training completed within the last year from an agency approved by the Building Official, or renewal can be denied (RBC204.4)
- Contact
- PPRBD Licensing Department: Licensing@pprbd.org, fax 719-327-2951, 2880 International Circle, Colorado Springs CO 80910
The licensing period is set by the original issue date, so renewing late doesn't buy you time on the next one.
Insurance is watched all year: carriers must tell PPRBD at least 10 calendar days before a cancellation or reduction, and a lapse suspends the license until the coverage is reinstated.
How to renew
- Work out your expiration date: the last day of the twelfth month after your license or registration was issued, unless the code provides otherwise.
- Resolve any administratively closed permits or administrative fines, which stop a renewal.
- Send PPRBD a current workers' comp certificate, or your approved Rejection of Coverage if the business has no employees, and check your liability certificate is current.
- Have the examinee renew online with the contractor web account, or sign the renewal form in front of staff or have it notarized.
- Renew before the expiration date: after it, until you renew, you can't get permits or continue permitted work, and a renewal more than 45 days after the expiration date costs a penalty.

The license isn't the only thing expiring
Most lapses that cost contractors work aren't the license itself. They're one of these, renewing on a different date:
- Your general liability policy: a lapse automatically suspends the license or registration
- Your workers' compensation policy
- Your Colorado electrical or plumbing license, if you're registered with PPRBD on it
- Certificates of insurance (COIs) you've given to clients and GCs
- Commercial auto insurance
LicenseLedger keeps every one of those dates in one place and emails you before each one expires, with reminders far enough ahead to finish CE and paperwork.

When does a PPRBD contractor license expire?
On the last day of the twelfth (12th) month following the date of issuance, unless otherwise provided. The licensing period stays as set by the original issue date, even when you renew late.
Is there a grace period to renew a PPRBD license?
If the license hasn't been suspended or revoked by the Board of Review, the code lets the Building Official renew it without re-examination within 45 calendar days of the expiration date, but no permits may be obtained, nor work already under permit continued, after the expiration date until you renew. After the 45 days there's a penalty: half the fee within 90 days, the full fee from 90 to 135 days and twice the fee from 135 up to 180 days. After 180 days, renewal requires, as applicable, payment of all fees accrued, reapplication, examination, Advisory Committee evaluation and Board of Review approval.
How much does it cost to renew a PPRBD contractor license?
The code's annual fees include $200 for Building Contractor A-1 and A-2, $175 for B-1 and B-2, $150 for C (Home Builder), $100 for D Single Trade, $75 for E (Maintenance and Remodeling), and $100 for Mechanical Contractor A to E and for a Plumbing Contractor.
Who can renew a PPRBD license?
Only the examinee. Renew online with the contractor web account, or with the paper/electronic renewal form, which must be notarized if the examinee isn't signing it in front of Department staff.
What insurance does PPRBD require?
General liability of $1,000,000 each occurrence / $2,000,000 general aggregate, with Pikes Peak Regional Building Department as certificate holder, and workers' compensation if you have any employees (or an approved Rejection of Coverage if you have none). A lapse, cancellation or reduction of insurance automatically suspends the license or registration.
Do electricians and plumbers need a PPRBD license?
Where Colorado law requires a State license, PPRBD waives its own examination and licensing and the contractor registers instead, with a current State license, the annual fee and evidence of insurance. The registration is automatically revoked or suspended if the required Colorado license is revoked, suspended or refused renewal.
